Prime Minister Petteri Orpo announced on Monday that the Finnish government has formally withdrawn its political support for the Garden Helsinki project, cancelling a conditional 35-million-euro state subsidy.
The sudden reversal follows weeks of intense public scrutiny over the project’s lobbying practices and alleged ties to senior politicians.
The funding for the multi-purpose arena, originally approved during last year’s midterm budget talks, will no longer be pursued. Instead, the government will commission a nationwide study to determine what kind of event infrastructure Finland requires in the future.
Orpo stated that leaders of the governing coalition collectively agreed to drop the subsidy during talks on Sunday. He cited project delays, a scaling back of the original construction plans, and clear shortcomings in the lobbying process as the primary reasons for the reversal.
“The public debate surrounding the project had also demonstrated that the decision should, in any case, have been reconsidered politically,” Orpo told reporters at a press conference following an extraordinary government plenary session.

Helsinki has struggled to host major international sports and music events since its largest indoor venue, formerly known as Hartwall Arena, was shut down in early 2022 due to European Union sanctions against its Russian oligarch owners.
While that older arena was recently sold to Finnish investors and is scheduled to reopen soon, Garden Helsinki was heavily lobbied as a necessary modern replacement located near the city’s historic Olympic Stadium.
However, the new project faced mounting criticism from opposition parties who alleged that the developers received preferential treatment due to connections with Orpo’s National Coalition Party.
The political fallout from the cancelled subsidy is expected to peak later today when Parliament convenes for an extraordinary summer session.
After the government presents a formal statement on the funding decision, lawmakers will have the opportunity to hold a vote of confidence on the cabinet or individual ministers.
